FACTS
• The UN Security Council via the ‘661 Committee’ was fully aware of Iraqi surcharges as a requirement of buying Iraqi oil between 2000 and 2002 as part of the Oil for Food program:
“Mr. Geng Shuang (China) said that the Committee needed to check the surcharges collected by the Iraqi Government. His delegation would participate in the discussions on the question of shortening the pricing period in order to decrease the surcharges.” (SOURCE: Provisional summary record of the September 6, 2001 meeting of the Security Council Committee established by Resolution 661 (1990) concerning the situation between Iraq and Kuwait)
• More than 2,400 companies and individuals were alleged to have paid surcharges during the Oil for Food program. (SOURCE: The Washington Post, October 28, 2005)
